In order to adapt to fierce competition, the decision-making level of Luzhou District took a long-term perspective and began the reform argumentation and research of the Luzhou market cluster, inviting experts or professional institutions from home and abroad to offer advice. Institutions such as the Shenzhen Comprehensive Development Research Institute undertook the planning work of specific programs. After extensive investigation, analysis, and drawing on successful experiences from other domestic cities, they developed a preliminary plan aimed at improving the current traffic conditions, perfecting the logistics system, and enhancing the commercial retail environment.
