In order to enhance the exchange and cooperation between industry management departments and associations, and improve industry management, on July 12, 2011, the former Raw Materials Department of the Ministry of Industry and Information Technology (MIIT) and the China Iron and Steel Association conducted an exchange. They discussed issues related to strengthening communication between the two entities, such as Q345E seamless steel pipes, and establishing a consultation mechanism for members. Attending the meeting were Director Chen Yanhai and Deputy Director Luo Tiemjun of the former Raw Materials Department along with colleagues from the Steel Division, Party Secretary and Vice President Liu Zhenjiang, Vice President and Secretary General Zhang Changfu, Executive Deputy Secretary General Zhang Yuchun, Deputy Secretary General Yang Zunqing, Li Keming, Chi Dongjing, and Wang Chunsheng of the China Iron and Steel Association, as well as responsible comrades from various departments.

Both parties exchanged views on recent work priorities and shared insights on issues of concern to the industry, such as the "12th Five-Year" development plan for the steel industry, the iron ore security system, and the status of steel production capacity. The meeting decided to establish a quarterly consultation mechanism for the steel industry, stainless composite pipes, which would include daily contact systems and regular consultation systems. The focus would be on exchanging information regarding industry operations, prices, policy research, and achieving consensus on major key issues in the development of the steel industry, such as Q345B seamless steel pipes.
