According to the report, people who have been to the Central Business District (CBD) in Zhengdong New Area all remember its strong urban flavor. In a few years' time, every provincial-level city in Henan will have such a central business function zone. Yesterday, the provincial government announced its "Guiding Opinions on Promoting the Development of Central Business Function Zones and Characteristic Commercial Zones," proposing that each city should formulate relevant supportive policies.
According to the plan, by 2015, the Central Business District in Zhengdong New Area will become a high-end service platform for the Central Plains Economic Zone. Each provincial-level city and county (city) not included in the central city group will form one central business function zone. Each district of a provincial-level city, as well as counties and county-level cities included in the central city group, will cultivate one characteristic commercial zone with advanced business formats, distinct personalities, significant agglomeration effects, and prominent pulling roles, becoming new growth points for the economic development of urban areas.
By 2020, the Central Business District in Zhengdong New Area will become a highland for the gathering development of high-end services in central and western China, and the comprehensive service functions of the central business function zones in various cities and counties will be significantly improved. The Central Business District in Zhengdong New Area aims to attract 100 Fortune Global 500 companies, 100 domestic 500 companies, and 150 financial institutions of all kinds, constructing itself into a regional financial center, headquarters economy center, high-end business and commerce center, and comprehensive exhibition center based in Zhengzhou, serving the Central Plains, and radiating to central and western China.
Additionally, when building central business function zones in each provincial-level city, they should in principle combine with new area construction, highlighting comprehensive business service functions. At the same time, guide provincial financial insurance branches, local financial institutions, local investment and financing platforms, etc., to move in, improving the level of financial agglomeration services. Promote the entry of well-known domestic enterprises' branches, operation centers, and local enterprise headquarters.
