The wife of the director did not report the case, but did so after being extorted; an old man and his college-student son sent mass emails via QQ and were sentenced by the Nanping Intermediate Court for extortion.

According to reports, a 50-year-old man from Jianyang, upon stealing a safe, excitedly opened it only to find a stack of IOUs inside. The man, struck by a sudden idea, used these IOUs to extort money from the owner of the safe - the wife of a certain director in Zhenghe County, Nanping City, while threatening, "If you don't give me money, I'll send these IOUs to the county committee." He also involved his son who is currently in university, making him an accomplice. Recently, the Nanping Intermediate People's Court sentenced the man to three years and five months in prison for extortion, while his son will face a penalty of one year and eight months in prison, suspended for two years.
In August 2011, He Mou, who rented a house in Zhenghe County, accidentally obtained some information: His landlord's family was very wealthy. The elderly landlord's daughter, Ms. Ye, had just bought a safe which was placed in her parents' home. He Mou knew that Ms. Ye's husband was the director of a bureau in Zhenghe County, and he guessed there would be valuable items in the safe.
In late September of the same year, taking advantage of the cover of night, He Mou sneaked into the Ye household and stole the safe, then took a night bus to his daughter's home in Fuzhou. After prying open the safe, He Mou found no cash inside, only IOUs worth over 2 million yuan, all owed to Ms. Ye.
To avoid being identified by Ms. Ye, He Mou made calls from new mobile phones in Shunchang and Fuzhou, demanding money in exchange for the IOUs. On November 11, Xiao He, who was studying in Xiamen University, at his father He Mou's request, came to Wuyi Mountain to help his father send extortion messages demanding 100,000 yuan from Ms. Ye. Ms. Ye instructed her cousin to keep stalling He Mou, while she herself reported the case to the public security authorities. When the father and son were still hiding in a hotel in Wuyi Mountain sending extortion messages, the police broke in and arrested them.
During the investigation process, the police questioned Ms. Ye as to why she did not report the theft of the safe. Ms. Ye explained, "There was nothing valuable in the safe. Those IOUs are unpaid debts from customers when I was doing business." It was understood that Ms. Ye's husband is indeed a director in Zhenghe County.
