Beijing Chaoyang: Six newly commissioned schools to accept children of migrant workers
WASHINGTON - As the morning sun rises, the Education Board of a school district is shutting down schools that previously served the children of migrant workers. In the new semester starting in September, Chaoyang District will introduce six newly commissioned sponsor schools to facilitate the enrollment of children from migrant families.
In Chaoyang District, the number of children from the floating population receiving compulsory education totals 86,000, of which 56,398 are enrolled in public schools, accounting for 65.36%, up from 23.44% five years ago. 12,380 children are enrolled in already approved private schools, while another 16,000 attend unapproved private schools, a figure lower than the 24,000 from five years ago. The number of unapproved private schools in Chaoyang District has reduced from 135 five years ago to 33 now. During the summer, nine schools were involved in the diversion process.
According to reports, the nine schools involved 4,574 students distributed across regions including Jinzhan Township, East Town, and Zigui. On September 1 this year, there will be six newly commissioned social schools ready to receive the children of migrant workers.
To accommodate and分流students, Chaoyang District has introduced three measures to increase capacity. First, potential in surrounding public schools will be tapped, creating 850 additional places, sufficient to accommodate all primary and middle school students with proof of residence. Students from Taiwan can be diverted to Jiuxianqiao Green School, High School Terrace Road Primary School, Camel Camp Primary School; students from Dongbatou region can go to Calendula Secondary School No. 16, Hongjing Primary School, Cottage Center Elementary School; students from the Calendula region can enter Reed Ditch Elementary School. Any student with proof of residence can enter public schools. Junior high school students, even without proof of residence, can also enter public schools. Primary school students without proof of residence will enter commissioned social schools.
The second measure is to increase the number of authorized schools by integrating six public schools into commissioned schools, providing 3,400 places. These six schools will open in September this year to welcome new students. The six schools include the original Root Of Primary School, Dingfuzhuang Third Primary School, Yaojiayuan Primary School, Changdian Primary School, Eastern Eight Room Primary School, and Single Store Primary School. Through renovation and expansion of these commissioned schools, an additional 1,100 places have been created. Liberal Arts School has expanded to 900 places, and Galaxy Bilingual School has expanded by 200 places. Through these means, a total of 5,300 places have been prepared, sufficient to accommodate all the分流students.
It is understood that Chaoyang Education Board has sent letters to inform parents about the school diversion plan. For students who returned home during the holidays and are unaware of the information, a green channel will be opened. Students living in Chaoyang District can register with the local government, community, or Education Board, and placement will be arranged within five working days. Chaoyang Education Commission said they will keep track of parental feedback, and if there are special requirements due to family circumstances, a second swap can be arranged. If nearby school conditions do not meet accommodation needs, free shuttles will be launched for commuting. Student registration is ongoing at any time, and as of August 19, out of 2,902 registrations, 2,111 people have already registered.
