4-Year-Old Car Crash Victim Wins Compensation After 11 Years

This traffic accident case, which dragged on for 11 years due to the disappearance of the offender, was finally resolved through the efforts of the traffic police officers at the Wuhua County Public Security Bureau.

The incident dates back to 1998. On the morning of May 13th, Zeng Moupeng from Hedong Town in Wuhua County was carrying tofu pudding to sell at a nearby middle school. His 4-year-old granddaughter, Zeng Moumei, walked ahead. As she crossed the road towards the school gate, Zeng Moumei was suddenly hit by a red Jialing motorcycle, and the offender immediately fled the scene. The injured Zeng Moumei was subsequently sent to the town health center, the county people's hospital, and the city people's hospital. She stayed in the hospital for nearly 2 months, costing over 20,000 yuan.

After the accident, the traffic police team of the Wuhua County Public Security Bureau made every effort to find the offender. However, as the investigation progressed, it was discovered that the ownership of the motorcycle had changed hands several times without any transfer procedures being completed. After much difficulty, the traffic police determined that the person who drove the motorcycle and hit the little girl before fleeing on that day was Li Mou from Shuizhai Town in Wuhua County, but he went missing after the incident.

For 11 years, despite numerous transfers of the police officers involved in this hit-and-run case and multiple changes in the main leadership of the Wuhua County Public Security Bureau, the traffic police department never relaxed its search for Li Mou. It wasn't until August this year that the traffic police officers of the Wuhua County Public Security Bureau found Li Mou working as an individual vendor at a poultry stall in the Wuhua County city.

In the past two months, the investigating officers have tirelessly traveled back and forth between the homes of Zeng Moumei and Li Mou. After coordination, it was agreed that Li Mou would compensate Zeng Moumei with a one-time payment of 13,800 yuan.
