Unexpectedly, this led to the discovery of an unfinished building located in a prime area of Xi'an. The reason for the formation of this "unfinished building" was "illegal construction exceeding height limits" and "broken capital chain."
Liu Xiyang, a 37-year-old migrant worker from Huibin County, Henan Province, wrote to our newspaper reflecting that he and his co-workers came to the construction site of the "Xincheng International Building" next to Xincheng Square in Xi'an in 2004. However, until now, they have not been paid nearly one million yuan in remaining wages for the work done by more than 60 workers over two and a half years. The reason is that this project was halted due to illegal construction exceeding height limits. The entity responsible for their unpaid wages is the Xi'an "Xincheng International Building" project department of Zhejiang Dongyang Construction Industry Engineering Co., Ltd.
The reporter visited the "Xincheng International Building" at No. 486 Dongxin Street in Xi'an. A relevant person in charge of Zhejiang Dongyang Construction Industry Engineering Co., Ltd. told the reporter that the "Xincheng International Building" was developed by Xi'an Kangfu Real Estate Development Co., Ltd., but Kangfu Real Estate Development Co., Ltd. lacked sufficient funds. Their company started construction on this project in September 2004 with an initial investment of 20 million yuan. At the time, it was believed that this project was located in a "prime area" and could be quickly completed, allowing them to recover their investment soon. However, it was unexpected that in April 2006, when the main building reached the 10th floor, the project was ordered to stop construction by the Xincheng District Construction Planning Bureau of Xi'an due to allegations of illegal over-height construction. Regarding the issue of unpaid migrant worker wages, this person in charge complained: "According to the contract, we were responsible for financing the construction, while Kangfu Company was supposed to pay according to the progress. Since the project was halted, Kangfu Company did not pay on time, leading to our inability to pay the migrant workers' wages and other material costs."
Regarding the above issues and statements, Miao Junting, General Manager of Xi'an Kangfu Real Estate Development Co., Ltd.'s Xincheng International Building, explained to the reporter that it was true that the "Xincheng International Building" was halted due to excessive height and owed construction fees. The company is currently trying to resolve these issues.
Industry insiders remind us that "unfinished buildings" can also appear in "prime areas." Many units encounter problems because they believe in the notion that "unfinished buildings won't appear in prime areas." At the same time, industry insiders warn developers that projects in "prime areas" must strictly adhere to national regulations.
