Recently, the rapid spread of information about Wang Peng, an assistant librarian at the Gansu Provincial Library, being chased across provinces by the Ningxia police has caught public attention. The person reported by Wang Peng for cheating in the civil service exam is his college classmate Ma Jingjing, whose "official second generation" identity has sparked significant interest among netizens. The Litong District Public Security Bureau of Wuzhong City, Ningxia, confirmed this matter, and major portal websites and netizens' microblogs have widely reprinted the story. Yesterday, a reporter from Kuaibao specifically went to Wang Peng's hometown in Guanyun, Jiangsu, to understand the ins and outs of the incident. At the same time, they contacted relevant departments in Gansu and Ningxia, attempting to uncover the truth and clarify the original nature of the event. However, the Civil Servant Bureau of the Ningxia Personnel Department and the Youth League Committee of Yinchuan City and other relevant departments were unclear in their attitudes towards the matter.

What crime?
"Charged with defamation" criminally detained
On November 23, officers from the Litong District Public Security Bureau of Wuzhong City, Ningxia, traveled far to Lanzhou, Gansu, to criminally detain Wang Peng, an assistant librarian working at the Gansu Provincial Library. The detention notice shown to Wang Peng's father, Wang Zhichang, by the Litong District Public Security Bureau of Wuzhong City indicated that Wang Peng was criminally detained on suspicion of defamation and was held in the Wuzhong City Detention Center. In response, Wang Zhichang stated that the reason Wang Peng faced cross-provincial pursuit was due to his previous multiple reports to relevant authorities and posts online accusing his university classmate Ma Jingjing of cheating in the 2007 civil servant examination. The accusation claimed that Ma Jingjing's father was the deputy director of the Poverty Alleviation Office of the Ningxia Autonomous Region, and her mother was the member of the Standing Committee of the Wuzhong Municipal Party Committee and the Chairman of the Political Consultative Conference, whose special status allowed Ma Jingjing to rank first in both the written and interview scores of that year's civil servant examination.
According to the reporter's understanding, Shi, the deputy captain of the criminal investigation team responsible for the case at the Litong Public Security Branch, stated that the police criminally detained Wang Peng following a "public prosecution" procedure, reasoning that Wang Peng's posting behavior damaged the order and reputation of the civil servant examination, and the police determined that his actions severely endangered national interests and social order. Wang Peng's criminal detention was approved through a joint meeting discussion coordinated beforehand by various departments of the Wuzhong City public security, procuratorate, and court, and received approval from relevant leaders.
After this matter was disclosed online, it immediately caused a huge uproar. Major portals like Sina and NetEase, along with many netizens, forwarded the news about Wang Peng's cross-provincial pursuit. A netizen named "Beijing Cook" not only continuously updated this matter on his own Weibo but also attempted to contact the Litong District Public Security Bureau of Wuzhong City but did not receive any response.
Wuzhong police arrived in Guanyun
Yesterday, Wang Peng's father, Wang Zhichang, said that currently, police from the Litong Public Security Branch had already reached Guanyun County, intending to arrest him and his wife, forcing them to hide. However, Wang Peng's relatives expressed ignorance regarding this claim. Hu Caixia, Wang Peng's aunt, revealed that on the afternoon of the 29th, she sent the original medical records of Wang Peng's mother, Sun Xia, to the Wuzhong police via EMS at their request. "Why send medical records?" Hu Caixia admitted she was also puzzled.
During conversations with Wang Peng's grandparents, the two elders were cautious about revealing the whereabouts of their daughter and son-in-law. Despite repeated requests, the reporter was unable to meet Sun Xia. Wang Peng's grandfather, Sun Zhenguo, said his daughter might have gone to Nanjing. Regarding his son-in-law seeking help in Beijing, he also claimed ignorance. When leaving Sun Zhenguo's home last night, the reporter again expressed a desire to meet Sun Xia, to which he responded that he would make contact soon.
Yesterday afternoon, Director Xu of the Political Work Supervision Room of the Guanyun County Public Security Bureau in Jiangsu Province, after consulting the head of the county's criminal investigation team, stated that indeed, police from Wuzhong, Ningxia, had arrived in Guanyun. Director Xu noted that the Wuzhong police arrived in Guanyun County, Jiangsu Province, on the afternoon of November 29, with a total of three officers. As for the purpose of the Wuzhong police coming to Guanyun, Jiangsu, whether it was to "arrest" the couple Wang Zhichang or require them to "assist in the investigation," or for some other reason, Director Xu declined to disclose details. "It involves confidentiality requirements for investigations!" He suggested reporters inquire with the Ningxia police. The phone of Zhu Jianhong, the head of the Guanyun County criminal investigation team, was also turned off last night. Subsequently, the reporter called the mobile phone of a deputy captain surnamed Shi from the criminal investigation team of the Litong Public Security Branch of the Wuzhong Municipal Public Security Bureau in Ningxia, but after the call connected, it played a voice message indicating "out of credit and suspended." Further attempts resulted in similar situations.
What happened?
Reporting a classmate for cheating in the civil service exam
On July 10, 2007, registration for the civil servant examination of the Ningxia Autonomous Region began, and Ma Jingjing applied for the position of clerk in the School Department of the Yinchuan Youth League Committee. Although the position had a ratio of 488 applicants per spot, Ma Jingjing ranked first in both the written and interview exams and was ultimately successfully employed. Wang Zhichang told the reporter, "During all four years of university, Ma Jingjing failed many courses and had to retake exams, with grades consistently ranking at the bottom of the class. How could someone like this rank first?" In response, Wang Peng wrote letters of accusation to the National Civil Servant Bureau, the Supervisory Department, and relevant leaders of the Yinchuan Youth League Committee, but none received a response.
What doubts?
The accused is an "official second generation"
It is understood that Ma Jingjing's father, Ma Chonglin, is currently the deputy director of the Ningxia Regional Poverty Alleviation Office, and her mother, Ding Lanju, was formerly the member of the Standing Committee of the Wuzhong Municipal Party Committee and the chairman of the General Trade Union, overseeing women's federations and youth leagues. She now serves as the member of the Standing Committee of the Wuzhong Municipal Party Committee and the Chairman of the Political Consultative Conference. Wang Peng claimed in his accusation materials that it was precisely due to Ma Jingjing's parents' special status that issues arose during Ma Jingjing's civil servant examination. It is understood that after graduating in 2007, Wang Peng started working at the Gansu Provincial Library, while Ma Jingjing took up a position in the School Department of the Yinchuan Youth League Committee. Due to the lack of results from his accusations, Wang Peng recently posted continuously online, leading to his criminal detention. In this regard, the Litong District Public Security Bureau of Wuzhong City acknowledged that Wang Peng's suspected "defamation" was indeed related to his online posting accusations.
What response?
Accusation content deemed inaccurate
Yesterday afternoon, the reporter called the Ningxia Autonomous Region Human Resources and Social Security Department regarding the accusation content. A responsible official from the department's office informed the reporter that the relevant accusation content had been thoroughly investigated long ago, and a report was made to the Ministry of Human Resources and Social Security two years ago. The Ningxia Civil Servant Bureau also issued a related statement this year. Subsequently, the reporter retrieved the full text of the above-mentioned report and statement. On June 16, 2008, the Ningxia Personnel Department, in its "Investigation Report on Letters from the Public Regarding Alleged Cheating by Ma Jingjing in the Civil Servant Examination," provided detailed responses to the accusation content, concluding that the allegations of cheating by Ma Jingjing in the civil servant recruitment examination were not true.
In June 2010, the Ningxia Civil Servant Bureau issued a "Solemn Statement," clarifying the online post titled "The Illiterate Son of a High Official Becomes First in the Province's Civil Service Exam." The bureau considered the post seriously inaccurate and denied any favoritism by the accused head of the personnel department concerning civil service exam scores. The bureau also believed that the poster was suspected of malicious defamation. Comprehensive
Wang Peng's father, Wang Zhichang, told the reporter that Wang Peng entered the Chinese Department of Lanzhou University in 2003, where Ma Jingjing was his classmate and roommate. According to Wang Peng, Ma Jingjing disliked studying and had poor grades, causing Wang Peng distress. Additionally, Ma Jingjing loved playing computer games late into the night, often until 12 o'clock, with loud game sounds, leading to disputes between them.
The cross-provincial pursuit of Wang Peng by the Wuzhong police has sparked widespread skepticism. Some netizens questioned, "Why was Wang Peng, a classmate of Ma Jingjing at Lanzhou University, arrested by the Wuzhong police? Neither Wang Peng nor Ma Jingjing are in Wuzhong, and every clue in this case has no connection to Wuzhong." Other netizens pointed out that Ma Jingjing's mother is the chairman of the Wuzhong Political Consultative Conference, and the pursuing party is exactly the Wuzhong police, raising suspicions about the underlying reasons.
