Xiao Hu, a man from Suizhong County, Liaoning Province, works as a logistics transport worker in Jiaozhou. On December 17th, he suddenly received a call from a friend who said that Xiao Hu had been listed as a wanted fugitive by the Suizhong police. Xiao Hu claimed that he had been in Jiaozhou all along and had never returned to Suizhong to commit any crime. After Xiao Hu collected sufficient evidence proving that he had not left Jiaozhou during this period, he turned himself in at the Fuan Police Station in Jiaozhou. On the afternoon of December 22nd, Xiao Hu was taken back to Suizhong, Liaoning for investigation. On December 23rd, it was confirmed that Xiao Hu was indeed innocent, having been falsely accused by the suspect Ming Mou. Subsequently, Xiao Hu was released, and the police compensated him with a loss fee of 3000 yuan.
Surprisingly, the young man suddenly became a fugitive.
On December 20th, Mr. Hu, who works in logistics transportation in Jiaozhou, called our newspaper and said that he is from Suizhong County, Liaoning Province, and his entire family is now in Jiaozhou. A few days ago, his son Xiao Hu suddenly received a call from an old friend back home, saying that Xiao Hu had been listed as a wanted fugitive online due to theft. "My son has always been in Jiaozhou, how could he suddenly become a fugitive?" Mr. Hu said.
Xiao Hu told the reporter about the incident. On December 17th, a friend working at the Suizhong Public Security Department suddenly called Xiao Hu, saying that he had been listed as a wanted fugitive for theft. If true, he should quickly turn himself in at the Chengjiao Police Station in Suizhong. Subsequently, Xiao Hu confirmed through online inquiries that he had indeed been wanted.
The content of Xiao Hu's wanted notice stated: At around 11 p.m. on November 14, 2010, he conspired with Ming Mou (who had already turned himself in) to steal a generator, diesel engine, and other items placed behind Li Mou's house in Suizhong, with a total value of 2300 yuan, and Xiao Hu was currently on the run. The case was handled by the Chengjiao Police Station in Suizhong. Xiao Hu said that Ming Mou was his father's classmate, and they hadn't been in contact for a long time, so he found it hard to understand. Xiao Hu's father, Mr. Hu, said that he and Ming Mou met in a county training school in 1974, and they had frequent interactions. However, after moving to Jiaozhou, they rarely contacted each other.
"I felt terrified after knowing this," Xiao Hu said. He runs a logistics transportation business here with his father, driving a truck and delivering goods outside all day, and he had never returned to Suizhong. This incident was unacceptable to his entire family.
To prove his innocence, Xiao Hu gathered evidence showing that he had not returned to his hometown to commit the crime. On a shopping invoice, it showed that at around 1 p.m. on November 13th, Xiao Hu purchased a mobile phone at a mall in Jiaozhou. The invoice was attached with a "three guarantees" service card signed by Xiao Hu. Another document showed that on November 15th, he signed an agreement with a logistics company, detailing the delivery items. "On November 13th and 14th, my car broke down, and I was fixing it, which can be proven by the repair shop owner."
According to the repair shop owner, Mr. Zhao, Xiao Hu indeed repaired his vehicle at his place on November 13th and 14th. The trailer of the truck underwent welding repairs, costing a total of 400 yuan, which he could fully verify. The reporter then visited the location where Xiao Hu signed the agreement. According to Ms. Chen, who signed the agreement with Xiao Hu, on the afternoon of November 15th, Xiao Hu indeed came to pick up the goods. Subsequently, Ms. Chen produced the agreement signed that day with Xiao Hu. "I didn't commit the crime, I'm not afraid of their investigation," Xiao Hu said.
Surrendering voluntarily, Xiao Hu was taken back to Suizhong by the police for investigation.
On December 20th, Xiao Hu went to the Fuan Police Station in Jiaozhou to "surrender voluntarily." After learning about the matter, the investigating officer immediately retrieved Xiao Hu's personal information online. The pursuit information showed that Xiao Hu stole items from Mr. Li's house and was named by Ming Mou, being listed as a fugitive on December 8th. The investigating officer immediately prepared an investigative material for Xiao Hu, who provided evidence proving that he was in Jiaozhou at the time of the incident.
The investigating officer at the Fuan Police Station immediately contacted the Chengjiao Police Station in Suizhong. On the evening of December 21st, two investigating officers from the Chengjiao Police Station in Suizhong arrived in Jiaozhou. In the morning of the 22nd, Officer Liu, who came to handle the case, made an investigative record for Xiao Hu and copied the evidence provided by Xiao Hu proving that he was in Jiaozhou at the time of the incident. Subsequently, Xiao Hu was taken to the Jiaozhou train station. However, Mr. Hu believed that his son had not committed a crime. Since the investigating officer had already clarified that Xiao Hu was innocent, there was no need to take him away. Officer Liu, who came to investigate, said that this was part of the procedure; they did not have the authority to release anyone and must bring the person back to the scene of the crime to handle the matter. If Xiao Hu was indeed innocent, the police would give him a clear explanation.
The truth comes out: a friend steals and deliberately frames him.
"My son came back at noon, and it was proven that he was innocent," Mr. Hu told reporters on December 25th. His son Xiao Hu had safely returned to Jiaozhou from Suizhong County. Subsequently, the reporter met Xiao Hu, who looked very exhausted from the long journey over the past few days. Xiao Hu recounted his experiences these few days.
In the afternoon of December 22nd, Xiao Hu took the train back to Suizhong County with the investigating officer. On the morning of the 23rd, they arrived at the Chengjiao Police Station in Suizhong County, where the investigating officer reviewed Ming Mou again. According to Ming Mou's confession, he had been very poor in recent years and was familiar with Mr. Li. Because she refused to lend him money, he conceived the idea of stealing. Having committed multiple thefts without being caught, he was very afraid, so he turned himself in. During the investigation, Ming Mou falsely accused Xiao Hu because he knew Xiao Hu was in Qingdao and was unlikely to be caught. Additionally, he wanted to shift the blame for his crimes. He thought if two people committed the crime together, the sentencing would be lighter, so he devised this plan.
Since it was proven that Xiao Hu was innocent, the investigating officer released Xiao Hu on the spot. Xiao Hu raised the issue to the investigating officer that during the investigation period, his work was delayed, and he suffered significant mental distress. He couldn't just be arbitrarily labeled as a fugitive without cause. Later, the investigating officer negotiated with Xiao Hu's relatives and friends, promising a compensation of 3000 yuan and requesting Xiao Hu not to pursue the matter further.
At around 5:30 PM on December 25th, the reporter contacted Chief Wang of the Chengjiao Police Station of Suizhong County Public Security Bureau in Liaoning. In the phone conversation, Chief Wang said that after Ming Mou turned himself in, to reduce his own punishment, he fabricated the lie that Xiao Hu was his accomplice, misleading the investigating officer. Otherwise, the police would not have issued a warrant for Xiao Hu's arrest. Regarding the委屈endured by Xiao Hu during this period, they have reported it to their superiors, deciding to compensate Xiao Hu with 3000 yuan. They also apologized to Xiao Hu and his family. Ming Mou, suspected of theft, fabricated lies upon his arrest accusing Xiao Hu as an accomplice, thus the police will also hold Ming Mou accountable for the crime of false accusation. Currently, Ming Mou is detained in the detention center awaiting further investigation.
By December 25th afternoon, the reporter learned that Xiao Hu's wanted information had been removed from the internet.
