News (Reported by Chen Baofa): A dramatic scene unfolded on Taishan Avenue in Longtousi last night - something usually only seen in movies: A taxi swerved through traffic at high speed while a man in uniform lay on its hood - an extremely perilous situation! Ultimately, this "crazy taxi" was forced to stop 1 kilometer away. It turned out that this taxi, suspected of illegally picking up passengers, had a driver who refused to be inspected by traffic enforcement officers. He drove off with one officer on the hood. Last night, it was learned that the offending driver, surnamed Li, has been criminally detained by the northern new district police for alleged violent obstruction of official duties.

Refusing inspection, resisting enforcement officers

At around 6:20 PM on the 12th, near the entrance of the Longtousi long-distance bus station (small place name: Railway West), as another group of train passengers arrived, some private cars, taxis, and unlicensed vehicles began to appear.

Fan Zengxu is an enforcement officer with the Northern New District Team under the Directly Subordinate Brigade of the Chongqing Municipal Traffic Law Enforcement Corps (hereinafter referred to as the "Northern New District Traffic Enforcement Team"). At the time, he and a colleague were patrolling in their uniforms near Railway West when they noticed a taxi with the license plate number "YU BT78XX" parked on the road outside the long-distance station entrance. According to regulations, parking to wait for passengers is not allowed here.

Fan Zengxu said that at the time, they asked the taxi driver to show his operating permit, professional qualification certificate, service supervision card, etc. The driver was a middle-aged man who pulled out his professional qualification certificate and then impatiently replied, "I don't have them!"

The two enforcement officers again requested that the man produce his documents for inspection. Unexpectedly, the driver retorted, "Why should I show them to you? No way!" Then, he stepped on the gas pedal to drive away. Seeing this, Fan Zengxu quickly stepped in front of the taxi to prevent it from leaving. "Get out of the way, or I'll run you over, you XX!" While cursing, the driver indeed slowly drove towards Fan Zengxu.

Fan Zengxu said that seeing that the other party wasn't joking, he instinctively dodged. Due to the unknown situation behind him, he quickly climbed onto the taxi's hood, kneeling there and holding onto the seam where the hood meets the body of the car. But the car didn't stop; instead, amidst the startled cries of the surrounding passengers, it sped onto Taishan Avenue, fleeing towards Renhe.

Driving recklessly, forced to stop 1 km away

This alarming scene was witnessed by other passing drivers. Wang Bin, a resident of Longtousi, was driving home at the time. He said that he saw a man in enforcement uniform lying on the hood of a speeding taxi. The taxi was moving very fast, and the driver occasionally stuck his head out of the window, shouting at the man on the hood. This shocked him greatly.

Wang Bin quickly turned around and chased after this "crazy taxi." Joining Wang Bin in chasing the car were six or seven private cars. "At the time, we didn't dare to chase too aggressively, fearing that if we collided with it, the enforcement officer on the car would be even more endangered," Wang Bin explained. At the central intersection of Meidi in Renhe, the taxi was finally forced to the side of the road by several vehicles, stopping. This location was already 1 kilometer away from Railway West.

The involved taxi driver claimed no violation

It was learned that after the taxi was stopped by other vehicles, the driver was taken away by the Longtousi traffic patrol platform's traffic patrol police. It was understood that the taxi driver surnamed Li, about 30 years old, was from Lianglu Road in Yubei. As for why he fled and still didn't stop even after seeing the enforcement officer on the hood, Li later defended himself by saying that at the time, he wasn't going to pick up passengers but to meet a friend, so he hadn't violated any rules. Faced with the enforcement officer's inspection, he felt annoyed. When the enforcement officer insisted on checking, he impulsively drove off.

Enforcement officer suffered a lumbar injury

"He kept swerving left and right, trying to throw me off!" Yesterday, Fan Zengxu, who had just returned home from the hospital for treatment, mentioned this incident and admitted that thinking about it afterward made him somewhat afraid. Despite not being thrown off, during the drag, his lumbar vertebrae were injured. "The doctor said it was slightly compressed, and I feel some pain!"

"Violation of parking rules for waiting for passengers can result in fines ranging from 200 to 2000 yuan according to regulations. This is just a small matter, I don't know why he got so angry and drove off with me on the hood!" Fan Zengxu said that after working in traffic enforcement for over ten years, this was the first time he encountered such a "barbaric" driver.
