At around 4 p.m. on May 20, more than ten students at Ding Laojia Primary School in the suburban town of Dan Cheng County in Zhoukou City were having class when an unexpected car suddenly broke through the wall and drove into the classroom, injuring 12 students. After the hit-and-run, the driver removed the car's license plate and fled. Upon investigation, it was found that this car was an official vehicle from the Local Tax Bureau of Dan Cheng County. Subsequently, the Dan Cheng County Local Tax Bureau reached a private agreement with the Ding Laojia Village Committee, where each student would receive 3800 yuan as "fright fee," but the condition was that the students must be discharged from the hospital immediately.

● Official Car Crashes Into Classroom, Injuring 12 Students

"Right after the class bell rang, our teacher was handing out homework when the car suddenly came in." In the hospital, one injured student lying on the bed still felt some fear when mentioning the incident.

The accident happened at Ding Laojia Primary School in the suburban town of Dan Cheng County in Zhoukou City. When the Urban Channel reporter arrived, the classroom that had been crashed into with a big hole had already been leveled.

After the car drove into the classroom, under the guidance of the teachers, the children cried and ran out of the classroom. They were then all taken to the hospital by ambulance for treatment.

A primary school student lying on the hospital bed said he was injured by a brick hitting his leg. The mother of this student said her child was sitting in the back row, and after the car crashed in, the bricks on the wall along with the desks all fell on the child.

Among these injured children, some had fractures, some complained of headaches, and some children, due to the shock, covered themselves with blankets and dared not make a sound. One parent said the child woke up frequently from being scared and kept crying.

● Hit-and-Run Driver Removed License Plate and Left Without Rescuing Students

Why did a car suddenly drive into the classroom while the children were having class? "The driver must have been drunk, crashing in without clear consciousness. The speed must have been very high; otherwise, the wall wouldn't have been broken like that," said one parent.

After the accident, a patrol officer happened to pass by and saw someone get out of the car and remove the license plate.

Parents said there were at least five people in the hit-and-run car, and after the accident, the people in the car left immediately without helping the teachers and students.

Subsequently, the Urban Channel reporter found the hit-and-run car at the Dan Cheng County Traffic Police Brigade. The car's front was completely deformed, full of bricks, the tires had burst, the airbags were all open, and both front and rear license plates had been removed. However, the Urban Channel reporter found a license plate in the car: Yu P5E958. Parents said this was the license plate of the hit-and-run car.

● Traffic Police Said the Driver Was Not Drunk, Entered Classroom While Avoiding Other Vehicles

The Urban Channel reporter called the traffic police responsible for handling this accident. "The car belongs to the Dan Cheng County Local Tax Bureau. The driver was not drinking... now the driver is still at home," said the traffic police. He added that there might have only been one person in the car at the time of the accident, and the driver drove into the classroom while turning to avoid other vehicles. "This car was supposed to turn right, how could it go straight and crash into the classroom?" asked the Urban Channel reporter to the traffic police handling the accident. "He saw a car coming from the north when passing the intersection, didn't have time to brake," replied the traffic police.

In the phone conversation, the traffic police alternated between saying the driver turned left and right, which was confusing. The traffic police did not want to say much about the driver removing the license plate, making the parents even more suspicious. "If the car was running fine, why did you remove the plate? If your car is legitimate and has insurance, what are you afraid of?" said an angry parent. Additionally, the parents doubted the investigation result that the driver was not drinking.

● Each Student Compensated 3800 Yuan "Fright Fee" But Must Be Discharged

Yesterday, the Urban Channel reporter learned that without obtaining the consent of the students' parents, the Dan Cheng County Local Tax Bureau and the Ding Laojia Village Committee privately reached an agreement, where the Dan Cheng County Local Tax Bureau compensated each student 3800 yuan as so-called "fright fee." Although the children were not yet ready to be discharged, the agreement required them to be discharged immediately after receiving the money. "We can't do anything if we disagree, the agreement has already been signed," said a parent shaking his head helplessly.

Parents said the reason why the Dan Cheng County Local Tax Bureau and the Village Committee did this was because they wanted to cover something up, "they're afraid of media follow-up reports, they want to resolve it quickly."

While the reporter was interviewing the parents, village cadres kept coming to prevent the parents from being interviewed.

● Hit-and-Run Driver: Mistook Accelerator for Brake

Yesterday afternoon, the Urban Channel reporter finally met the hit-and-run driver Qiu Huajie, who was a dedicated driver for the Dan Cheng County Local Tax Bureau. "There was a car, its speed was very fast. I panicked, mistook the accelerator for the brake, then crashed," said Qiu Huajie. He said he removed the license plate because he was a temporary worker, fearing bad influence at work.

It was understood that after the accident, Qiu Huajie got out of the car and left the scene without rescuing the injured teachers and students. Qiu Huajie said he left the scene fearing retaliation from the students' parents.

Parents and eyewitnesses said Qiu Huajie was likely driving under the influence, but Qiu Huajie denied it.

● Accident Traffic Police: Driver Did Not Flee the Scene

Yesterday afternoon, Wang Peng, a police officer from the Dan Cheng County Public Security Bureau Traffic Police Brigade responsible for handling this accident, confirmed that he did not see the hit-and-run driver at the scene.

What kind of nature does it belong to when the driver removes the license plate and leaves? "If he doesn't surrender, it counts as fleeing," said Wang Peng. Thirty minutes after dispatching, he suddenly received a call from a stranger saying the hit-and-run driver had come to the traffic police station waiting for handling. An hour later, after Wang Peng finished investigating the scene, he indeed saw the hit-and-run driver at the traffic police station, therefore, the accident department determined that the hit-and-run driver Qiu Huajie's behavior of removing the license plate and leaving the scene did not count as fleeing.

According to Qiu Huajie and the traffic police's statements, Qiu Huajie underwent alcohol testing two hours after the accident. However, the traffic police believed that since the hit-and-run driver could arrive promptly for investigation, the car procedures were complete, and the accident did not cause major casualties, no compulsory measures would be taken against Qiu Huajie temporarily.

It was understood that due to the difficulty of repairing the classroom temporarily, these injured children could only take classes temporarily at the Village Committee after being discharged from the hospital.
