The front of the card displays an IC card chip which can store information such as the driver's profile, vehicle license plate number, violation records, and overdraft limit.
The back of the card has a magnetic stripe similar to that of a regular credit card, recording information related to the user's credit card account. The sample card shown in this newspaper is for the JinTong Card; specific details are subject to the issued card.
According to Tianjin Northern News: Starting from July 1st, Tianjin's motor vehicle driver management cards will gradually be upgraded to the "JinTong Card - Peony Traffic Card" (shortened as "JinTong Card"). This card will integrate driver management with financial payment functions, capable of recording driver information, providing financial credit and electronic cash, quick payment features, and will eventually replace the motor vehicle driver management card.
The JinTong Card is jointly issued by the Tianjin Public Security Traffic Management Bureau, China UnionPay Tianjin Branch, and the Industrial and Commercial Bank of China Tianjin Branch. Relevant personnel stated that this is an innovative attempt by the city to combine technology, finance, and administrative management.
The first year can be free of annual fees, but afterwards consumption is required.
When issuing the JinTong Card, the personal credit report of the driver must be reviewed beforehand. Drivers with poor credit records will have their JinTong Cards issued without overdraft functionality.
The initial overdraft limit of the JinTong Card is 2000 RMB, and it will enjoy the annual fee discount provided by the Industrial and Commercial Bank of China: the first year is free of annual fees, and thereafter, if there are 5 transactions or cumulative consumption reaches 5000 RMB within the year, the annual fee for that year is waived.

For those who haven't received the new card, the original motor vehicle management card can still be used.
It is understood that starting from July 1st, the issuance of motor vehicle driver management cards will stop, and the "JinTong Card (Peony Traffic Card)" will be activated. New drivers applying for a driver's license can simultaneously apply for a cost-free "JinTong Card" at the driving school; drivers who already hold a driver's license and have not applied for a driver management card can directly apply for the "JinTong Card" at the traffic bureau's license exchange window with their driver's license and ID card; drivers whose original driver management card has not expired can directly and freely apply for the new card, and if they do not apply, the original card can continue to be used.
