Recently, the internet user "Flying Horse in the Sky" posted on the Bandao forum that after following the SMS prompt and replying to check for car violations, they were inexplicably charged one yuan for information fees. In response, the operator claimed it was a misunderstanding and promised to refund or compensate the user after verifying the situation.

No Violations but Received Reminder SMS, Charged One Yuan Information Fee Upon Reply

According to the internet user "Flying Horse in the Sky," today they received an SMS which read: "Owner of vehicle number Lu UXXXXX, Qingdao Traffic Violation Line reminds you, please call 96516122 or send an SMS with 'A' plus your license plate number, such as A Lu B12345 to 106628666122, to check if there are any violations." After receiving this notification SMS, the first thought of the internet user "Flying Horse in the Sky" was "Did I violate any rules somewhere without realizing it?" Although after some thought, they couldn't recall committing any violations, they still cautiously sent an SMS to inquire due to fear of being penalized with points deduction or fines.

"The current result shows no violation information. Thank you for using Wanbolianxun Company's traffic information inquiry service. The information fee is 1.00 yuan per inquiry." This query result made the internet user "Flying Horse in the Sky" extremely upset: "I haven't violated any rules. What am I supposed to check? Isn't this setting a trap for me to fall into?" The internet user questioned Wanbolianxun Company's approach: "Which driver wouldn't check upon receiving such an SMS? One yuan per person, one million people means one million yuan. That's not a small amount!"

Wanbolianxun: SMS Only Sent to Owners with Violation Records

With the internet user "Flying Horse in the Sky's" question, the reporter called Wanbolianxun Company's customer service hotline 125901860-01270. Regarding the user's question, the operator stated that this is a vehicle owner service business, and SMSs are only sent to owners who have committed traffic violations. "If there are no violations, we absolutely will not send you an SMS." The operator said that if this situation occurs, it might be due to an error in the SMS sending system, and owners can verify by calling the customer service hotline, then further address the issue.

Subsequently, the reporter also called Mobile's customer service hotline. The customer service representative stated that Wanbolianxun Company is a partner of Mobile Company, and the reminder SMS is issued by their website. "If this service is activated and a traffic violation occurs, such reminder SMS will be received." The customer service representative said that Mobile Company will further investigate and understand the situation with Wanbolianxun Company. If indeed the situation described by the internet user "Flying Horse in the Sky" happens, then compensation will be provided to the customer, and Wanbolianxun Company will be dealt with, possibly even reported to higher-level departments.

Officer Luan from the Qingdao Municipal Traffic Police Detachment said that conducting traffic violation record inquiries originally aimed to facilitate the public. "The information queried through the website is directly released by us, while the SMS inquiry work is entrusted to the operator." Officer Luan also mentioned that SMS inquiry is a service business, sent to owners who have subscribed to this service. Regarding the experiences of internet users like "Flying Horse in the Sky," Officer Luan admitted that this would indeed cause some misunderstanding among citizens about the traffic police. Lawyer: Be Cautious When Receiving Information Inquiry SMS

"From a legal perspective, this SMS does not violate any laws." Regarding this incident, lawyer Liu Mingfeng from Shandong Chongnuo Law Firm said that although this matter is small, involving only one yuan, it is indeed difficult to handle. "By replying to the SMS, it actually indicates that the service contract between both parties has been established. Even though no violation records were found, the operator has still put effort into the inquiry process. As for receiving an inquiry request SMS despite having no violations, it can only be said that the operator has issued the information, and the owner has the option to either check or not check."
