In April, the public management hotline 96520 received a total of 721 calls, among which 141 were complaints about taxi drivers refusing to pick up passengers. Li Qiang from the Inspection Brigade of the Public Management Office said: According to current statistics, general complaints about refusal to pick up passengers have significantly decreased, with most complaints concentrated around the South Station Square and Lisha Airport.

Li further explained that in the past, due to passengers being unwilling to cooperate, evidence was often interrupted, allowing many "black cars" and rule-violating vehicles to escape punishment, weakening the effectiveness of investigations. Now, with the approval of relevant departments, if two or three law enforcement officers jointly catch a rule-violating vehicle during an operation, the result is considered valid. This gives more assurance to law enforcement work and improves the quality of inspections.

The new measures implemented this time stipulate that for confirmed serious violations such as refusing to pick up passengers, the driver will be fined 1000 yuan for the first offense and must retake training; for the second repeat offense, the fine will be 2000 yuan, business operations will be suspended for three days, and according to the self-discipline regulations of the taxi industry, the driver will be expelled from the taxi driver workforce.

This rectification campaign will last for three months, focusing on areas with high rates of violations and significant public complaints, such as South Station, the airport, the passenger transport center, Carrefour, Metro, and Zhongshan Road. The traffic police brigade, the transportation public security bureau, and local police stations at various stations will jointly cooperate and enforce the law together.
