Haikou Evening News, January 20th report: The issue of "expensive medical treatment" is one of the most prominent hotspots currently reflected by our province's residents. According to investigations, the majority of "expensive medical treatment" occurs in non-profit medical institutions. In response to this, the China Democratic建国Committee of Hainan Province and committee member Wang Jie simultaneously proposed that apart from the government increasing investment in the healthcare sector, it should also establish relevant standards to regulate hospital medication use.
Most non-profit hospitals have "expensive medical treatment"
In our province, each patient’s daily hospitalization cost exceeds the national average. In 2004, the national average hospital stay was 9 days, with an average per capita hospitalization cost of 4283.7 yuan, and each patient’s daily hospitalization cost was 475.96 yuan. In contrast, Hainan's average hospital stay was 7.83 days, with an average per capita hospitalization cost of 4216 yuan, and each patient’s daily hospitalization cost was 538.44 yuan. Hainan's each patient’s daily hospitalization cost was 62.48 yuan higher than the national level, exceeding the national average by 13.1 percentage points.
Moreover, according to investigations, the vast majority of "expensive medical treatment" issues in Hainan occur in government-run medical institutions, where non-profit medical institutions dominate the provincial medical market.
Some doctors exhibit over-service behavior
The China Democratic建国Committee of Hainan Province believes that the causes of "expensive medical treatment" include the absence of drug price supervision, the misalignment of medical reform market-oriented policies, the misplacement of drug bidding entities, and the overreach of medical institutions. There are 503 non-profit medical institutions hosted by the government across the province, among which 468 are run by the health department. However, due to insufficient government funding, in order to compete for patients and increase income, more than 95% of comprehensive hospitals have introduced some social funds for building construction, purchasing detection instruments and equipment, etc., to improve medical conditions and enhance the hospital's comprehensive diagnostic capabilities. Committee member Wang Jie pointed out that there indeed exist a small number of doctors who lack a strong sense of responsibility, excessively considering the interests of medical institutions and themselves, prescribing excessive medications and conducting unnecessary tests, leading to over-service behaviors.
Need to increase investment in the health sector
The China Democratic建国Committee of Hainan Province suggests genuinely increasing investment in the province's healthcare sector, accelerating the improvement of medical teams and the purchase of testing equipment at township health centers, piloting methods to organize doctors and nurses from large and medium-sized comprehensive hospitals to be stationed at township health centers. Vigorously rectify medical ethics and professional conduct, standardizing doctor medication practices. The provincial health department needs to research and formulate the "Clinical Technical Operation Norms" and "Clinical Medication Guidelines", using institutional regulations to standardize the medical practices and medication behaviors of medical personnel.
Establishing a restraint mechanism for public hospitals
Committee member Wang Jie suggested establishing a restraint mechanism for public hospitals, where health administrative departments should play a supervisory role over public medical service institutions, implementing institutionalized management for professional conduct construction. Quickly define and categorize profit-making and non-profit medical institutions, increasing investment in non-profit public medical institutions, making their public welfare nature clearer. Additionally, establish and improve the "Medical Technical Service Operation Norms" and "Clinical Medication Guidelines", ensuring medical service operations follow established procedures.
