The National Development and Reform Commission (NDRC) indicated that currently, in the internal discussions among related ministries on the introduction of the fuel tax, there is a relatively greater possibility for it to be officially introduced on December 1. Not long before this, Han Wenke, director of the Energy Research Institute of the National Development and Reform Commission, also indicated in a media interview that the launch of the fuel tax "should be soon." In order to introduce the fuel tax, China has been "waiting for the right moment" for nearly ten years. The remarks by those in the NDRC system mean that after a decade of controversy, under the circumstances of global economic recession and rapidly weakening oil prices, the "second shoe" which has been hanging in mid-air will finally drop soon.
