In the market economy, the state implements administration over economic individuals through macro-control means such as industrial and commercial registration and taxation. Prior to establishment, each enterprise must go through company registration and filing with the industrial and commercial administrative department in accordance with the law. The industrial and commercial administrative organ is a national function organ representing the state in exercising the industrial and commercial administrative functions and managing the affairs of industrial and commercial administrative management. It is an important department for national economic management. Its duties include supervision and administration over the market and being mainly responsible for administrative law enforcement. The State Administration for Industry and Commerce is a directly affiliated institution under the State Council; the provincial industry and commerce bureau is a functional institution under the people's governments at the same level; while the bureaus at the (city) or county (city) levels are directly affiliated institutions of the higher-level industry and commerce bureaus.
