Article 1: In order to strengthen the registration management of enterprise groups, and regulate the organization and behavior of enterprise groups, this regulation is formulated in accordance with relevant national regulations.
Article 2: The establishment of an enterprise group within China shall be registered in accordance with these provisions. No activities may be conducted under the name of an enterprise group without registration.
The State Administration for Industry and Commerce and local industry and commerce administrative bureaus at all levels are the registration authorities for enterprise groups.
Article 3: An enterprise group refers to a group primarily linked by capital, with parent and subsidiary companies as the main body, and with the group charter as the common code of conduct for the parent company, subsidiaries, participating companies, and other member enterprises.
