Central air conditioning systems in public places must have purification and disinfection facilities to prevent disease transmission.

With the increasing awareness of environmental protection and the prevention of infectious diseases among the public, how to avoid central air conditioning systems used in offices and other public places from becoming new "pollution sources" has become a topic of concern.

In response to this public concern, the "Regulation on Hygiene Management of Public Places (Revised Draft) (Draft for Soliciting Comments)" published by the Legislative Affairs Office of the State Council on September 21 made targeted provisions: "Concentrated air conditioning ventilation systems in public places should be equipped with purification and disinfection facilities or devices to prevent disease transmission, meeting national health standards and requirements."

The draft for soliciting comments also requires that operators of public places regularly clean and disinfect centralized air conditioning ventilation systems. If they fail to do so as required, they will be ordered by health administrative departments at or above the county level to make corrections within a time limit and receive a warning, and may also be fined between 30,000 yuan and 50,000 yuan; in serious cases, they will be ordered to cease operations or have their health permits revoked.

The draft for soliciting comments specifies that China will implement health administrative licensing management for five key types of public places: accommodation venues, bathing venues, swimming venues, beauty and hairdressing venues, and waiting areas for vehicles (aircraft, ships). The validity period of the public place hygiene permit is four years.

The draft for soliciting comments stipulates that public places shall not operate during overall indoor decoration and renovation, and can only operate after the air quality has been tested and found to be qualified after the renovation. During partial decoration and renovation, if effective measures are taken and the indoor air quality in non-decorated areas is qualified, normal business operations may continue.
