The story revolves around the theme of 'police vs. thieves' and begins with the case of 'the drug criminal's stolen money being robbed'. Detective Yang Jiang (Ma Dezhong) bravely captures the drug criminal, although he achieves great merit, but fails to recover the stolen money. On the other hand, the gang led by Ge Zhe (Liu Songren) successfully plans and executes the robbery of the stolen money.
Yang Jiang conducts an investigation to uncover the mastermind behind the gang, thus beginning the prelude to the battle between police and thieves...
During his investigation of Zhe, Yang discovers that Zhe may be the mastermind behind the bank robbery case five years ago, in which his mentor lost his life. Yang uncovers that the robbery case has deeper implications and reveals the truth about his mentor's transformation from 'cop to thief'.
As Yang confronts Zhe, he also faces other heavy-duty criminals. When unable to gather sufficient evidence to bring these criminals to justice, and witnessing the victims' tragic situations, he becomes extremely tense, even contemplating framing them to get them convicted. After experiencing the struggle of transforming from 'cop to thief', though he eventually reins himself in, he is still subjected to internal police investigations.
Zhe, as a chivalrous thief, holds his own set of beliefs in fighting the strong and helping the weak, robbing the rich to help the poor. He uses extraordinary means to punish criminals that the police cannot legally convict. Although police and thieves are sworn enemies, sometimes they share the same goal of punishing evil and upholding justice. Thus, these two heroic figures, from being enemies, develop mutual respect, and gradually form a relationship based on righteousness...
