Chen Ximei (Hilda Cheng), who lost her father at a young age and is a female protector of farmers, has a straightforward personality and is determined to fight for the people. Therefore, she is deeply loved by the villagers of Liangcai County. However, she always acts overly enthusiastically and impulsively. In "The Scholar Falls in Love with a Soldier", the newly appointed agricultural official, Xie Huangshang (Raymond Ma), mistakenly treats her as a thief, leading to a fierce conflict between them. From then on, Xie Huangshang tries to avoid Chen Ximei as much as possible.
Xie Huangshang's father, Xie Cangtian (Summer Yu), to ensure his son's smooth official career, specially arranges for Dai Congwen (Lai Yiu Leung), an exceptionally intelligent strategist, to assist him with plans and schemes, and also finds four constables - Zhou, Fen, Mian, and Fan - to protect him day and night. Unfortunately, Xie Huangshang is framed by corrupt officials in Changsha and nearly subjected to ten cruel tortures. Episode 1:
Recently, Liangcai County has been plagued by the "Flying Thief." County Magistrate Qin orders the constables to capture the criminal, but they immediately delegate this task to Qimei, Chen Ximei. Ximei encounters Xie Huangshang, who had stolen the family heirloom jade bowl to show to a friend. Ximei captures Huangshang, angering Xie Cangtian, a major rice merchant, who decides to stop buying rice from the county... Huangshang aspires to become an official, but his father Tian has always opposed it. Eventually, Tian donates an agricultural official position for Huangshang and hires a silent legal advisor, Dai Congwen, along with several rough constables. Episode 2:
Ximei can't stand seeing the local farmers in Changsha being oppressed and ends up confronting the local officials, ultimately being captured by Lei Long's soldiers. Huangshang follows Congwen's plan and claims to buy everyone's freedom for eight hundred thousand taels of silver, actually buying time to invite his high-ranking mentor to Changsha. Ximei admires Congwen and tries harder to flatter him, reminding Congwen of his past; Congwen once worked as a constable and was nicknamed "Lord" by his colleagues due to his quick thinking.
