During the reign of Emperor Renzong of the Northern Song Dynasty, a famine struck Chenzhou. Pang Yu, the Marquis of Anle, was dispatched to provide disaster relief but instead embezzled the relief funds and withheld the relief grain, causing widespread suffering and public resentment. Bao Zheng, the Prefect of Kaifeng, was assigned to oversee the disaster relief efforts. He sent Zhan Zhao to the Marquis of Anle's residence to bring Pang Yu back for questioning. Pang Yu, relying on his royal status, warned Bao Zheng that he had no authority over him. However, Bao Zheng was a incorruptible official known for his impartiality. After presenting the Emperor's decree, Pang Yu became frightened. Once the evidence of his crimes was established, Pang Yu was executed using the imperial dragon-headed guillotine. Relief grain was then distributed to alleviate the suffering of the famine-stricken people. Although the execution of Pang Yu was satisfying, it created numerous future problems. The disaster relief operation was completed thereafter.
