The story is set in the 19th century in a fictional Japanese city - Teito, an alternative parallel universe where World War II never happened. Endo Heikichi (played by Takeshi Kaneshiro) is a young but daring circus performer who is invited by a mysterious gentleman to infiltrate the engagement ceremony of Hashiba Yoko (played by Takako Tokiwa), the daughter of a wealthy conglomerate, and renowned detective Mizo Gosuke (played by Toru Nakamura). Unbeknownst to him, he has fallen into a trap set by the Phantom Thief, K-20. Mistaken for the real K-20, Heikichi decides to use his intelligence and the disguise magic tricks he learned in the circus, along with his agile skills, to catch the Phantom Thief and prove his innocence. Meanwhile, the renowned detective Gosuke, feeling humiliated by the ruined engagement, issues a challenge to Heikichi, who is mistaken for K-20, vowing to capture the Phantom Thief at all costs. However, Miss Yoko, who has always been suspicious of this noble marriage, develops romantic feelings for Heikichi when she becomes the next target named by K-20. Will this love triangle make this great chase even more unpredictable?
In 1949, Teito was a completely different imagined city from today's Japan. The aristocratic system left over from the 19th century created extreme social disparities. Ninety percent of Teito's wealth was controlled by a small privileged class - the nobility. In such a city, there was someone who, like performing magic, specialized in stealing valuable artworks and antiques from the rich. Folklore says he has twenty faces that he can change freely. This man called "Phantom Thief" is also known as "K-20".
The protagonist of the story is Endo Heikichi, a circus acrobat. One day, a mysterious gentleman who came to watch the circus performance asked Heikichi to infiltrate the wedding of Hashiba Yoko, the daughter of the Hashiba conglomerate, and the famous detective Mizo Gosuke, take their pictures with the camera he provided, and promised to give Heikichi a considerable reward. Without knowing the inside story, Heikichi infiltrated their wedding as agreed. However, it turned out to be a trap set by K-20. An accident happened, and Heikichi was mistakenly identified as K-20, wrongfully bearing the blame. To clear his name, Heikichi decided to team up with his next target, the noble lady Hashiba Yoko, and her fiancé Mizo Gosuke, using the agility and intelligence he honed in the circus, to battle K-20 to the death. Ultimately, will Heikichi be able to exonerate himself?
