In September 1949, after the Chinese People's Liberation Army achieved victory in the three major battles of Liaoshen, Huaihai, and Pingjin, it accelerated its pace to carry the revolution through to the end. A part of the Third Field Army marched to Jiangnan, reached Zhejiang and Ganxi, swept across Fujian, and advanced towards the sea. The remnants of the Nationalist forces retreated to the Jinma Islands. Battalion Commander Wang Benli and Political Commissar Li Shan-kui of the Third Battalion, Red Sixth Regiment, Independent Division received orders to prepare for a cross-sea landing operation, but unexpectedly suffered a crushing defeat.
