In September 1949, after the Chinese People's Liberation Army achieved victory in the three major campaigns of Liaoshen, Huaihai, and Pingjin, it accelerated the pace of carrying the revolution through to the end. A part of the Third Field Army marched south of the Yangtze River, reaching Zhejiang and Jiangxi provinces, sweeping across Fujian, and advancing straight towards the sea. The remnants of the Nationalist forces retreated to the Jinma Islands. Battalion Commander Wang Benli and Political Commissar Li ShanKui of the Third Battalion, Red Sixth Regiment, Independent Division received orders to prepare for a cross-sea landing operation, but unexpectedly suffered a crushing defeat.
