Plot Summary:
In the year 1898, due to Yuan Shikai's betrayal, the Hundred Days' Reform failed, and Emperor Guangxu was imprisoned by Empress Dowager Cixi in the YingTai. Lu Er, a master mason repairing the Imperial Palace, in order to complete the remaining project at the Old Summer Palace (Yuanmingyuan) for the Hua'er band’s character design, had the secret plan plotted by Emperor Guangxu tattooed on his body. Under the pretense of robbing a money shop, he entered the Heavenly Prison to rescue the Grand Secretary. Xu Sandao, a thug from Tianjin, got beaten up by Hong Zhong and his subordinates Dongxi Nanbei Feng (East-West-South-North Storm) over a territorial dispute. Just as he found an opportunity to assassinate Hong Zhong, he was arrested by the detective Fuermo as a member of the reformist party and thrown into the Heavenly Prison.
Inside the prison, assassins broke in attempting to kill the Grand Secretary but mistakenly helped Lu Er save him instead, allowing Xu Sandao to escape in the chaos.
Outside a casino, Lu Er was mistaken for a troublemaker by Hong Zhong and was taken inside. Detective Fuermo, who came to arrest the escaped prisoners, had a misunderstanding with Hong Zhong and his group and got beaten up. Hong Zhong and his team Dongxi Nanbei Feng had no choice but to run away, only to end up at a black inn owned by their enemy Xu Sandao.
