In the early 1980s of the twentieth century, an old era was fading away while a new one was emerging. Ms Lao Ba Gu, a Taiwanese businesswoman, personally drove her fishing boat, ostensibly to seek shelter from danger, and docked at the Haimen pier to feel out the situation, looking for her separated son Mao Han, and the orphan girl "Anu" she adopted during the War of Resistance Against Japan, as well as the orphan "Mao Xia Jiu Shu". Ms Lao Ba Gu scattered money among the townspeople using baskets at the dock, and even gave the town government a luxury car, which stirred up the hearts of the people in Haizhou. Mao Han, who was already a cadre of the township enterprise bureau of the Haizhou administrative office, deeply resented Ms Lao Ba Gu for actually scattering red envelopes with baskets to "buy the hearts of the people". Yu Zhou, the deputy secretary of the commune party committee, had different political views from Hu Ji Guang, known as "Uncle Mao Xia Jiu", the director of the agricultural work office. He particularly disliked the "relationship" between Uncle Ji Guang and his wife's sister-in-law Anu. He personally led the militiamen to arrest those who abandoned agriculture for commerce and were considered as "not focusing on their main business", causing widespread resentment.
