February 16, 2007, was the birthday of Ms. Mao Shuying, a female teacher at Laoshan Primary School in Heqiao Town, Yongdeng County, Lanzhou. That afternoon, Ms. Mao asked her daughter to invite her classmates to her house for cake and a birthday celebration. Consequently, two girls and one boy responded to the invitation and came to Ms. Mao's home. Unexpectedly, Ms. Mao deceived the three children who were visiting her home into the bathroom, where she killed them and then immediately took her own life. After investigation by the public security authorities, it was found that shortly before the incident, Ms. Mao had just transferred jobs and suffered from depression.

After an investigation by the public security authorities, since Ms. Mao had already committed suicide, it was impossible to pursue her criminal responsibility. In response to this outcome, the parents of the three victims successively filed civil lawsuits with the People's Court of Yongdeng County. They not only listed Ms. Mao's husband and parents as defendants but also listed Ms. Mao's 6-year-old daughter Yang Qi (a pseudonym) as a defendant. They believed that it was Yang Qi's invitation that led to the tragedy, so Yang Qi's actions were indirectly linked to Ms. Mao's criminal behavior and should also bear compensation responsibility.
The parents of the three victims also believed that as Ms. Mao's supervisory unit, the Heqiao Town Government of Yongdeng County transferred Ms. Mao from Heqiao Town Primary School to Laoshan Primary School in September 2006. Hence, the parents of the victimized students also listed the Heqiao Town Government of Yongdeng County as a defendant. At the same time, one of the victimized students' parents also listed the Education Bureau of Yongdeng County and Heqiao Town Primary School as co-defendants.
