In August 1985, human body parts were discovered on Hac Sa Beach in Taipa, Macau. Initially, the Macau police suspected that these were remains of Chinese illegal immigrants attacked by sharks. However, upon examination, it was confirmed that the limbs had been severed by a sharp knife. Thus, Detective Li (Ti-Li) from the Macau Department of Justice (played by Simon Yam) began investigating the case. He discovered that the Cheng family from the Ba Xian Restaurant had vanished overnight. When the police investigated, Wong Chi-Heng, the manager of Ba Xian Restaurant, claimed that the Cheng family had immigrated overseas and transferred the restaurant to him.
Subsequently, Detective Li found out that there was no record of the Cheng family leaving the country. He then arrested Wong to assist with the investigation just as Wong attempted to escape back to mainland China. During detention, Wong not only refused to cooperate but also concealed the truth, forcing the judicial department to use every possible method to investigate the murder process.
Tony Leung Chiu-Wai won the Best Actor Award at the 13th Hong Kong Film Awards for his role in this movie. And Sophia Chow also starred in it.
