Plot Summary:
In the year 1898, due to Yuan Shikai's betrayal, the Hundred Days' Reform failed, and Emperor Guangxu was imprisoned by Empress Dowager Cixi in the YingTai Palace. Lu Er, a master mason who repairs the palace, in order to complete the remaining project at the Old Summer Palace (Yuanmingyuan) for the Hua'er band's performance, had the secret plan of Emperor Guangxu tattooed on his body. He entered the heavenly jail under the pretense of robbing a money house to rescue the Grand Secretary. Tianjin thug Xu Sandao was beaten up by Hong Zhong and his four storm subordinates due to a territorial dispute. When Xu Sandao found an opportunity to assassinate Hong Zhong, he was mistakenly arrested by detective Fuermo as part of the reformist rebels.
Inside the heavenly jail, assassins broke in attempting to kill the Grand Secretary but mistakenly helped Lu Er save him instead, allowing Xu Sandao to escape in the chaos.

Hong Zhong and his group were forced to flee but accidentally checked into a black inn owned by their rival Xu Sandao. Unbeknownst to them, Hong Zhong’s subordinate Dongfeng discovered that Lu Er and the Grand Secretary were also staying at the inn. Moreover, Lu Er's tattoo concealed a massive secret about a treasure. Meanwhile, Xu Sandao and the innkeeper were plotting a crazy scheme...
At a Tianjin brothel, Singaporean pirate Changjiang No. 7 awaited Lu Er to smuggle the Grand Secretary overseas. However, Detective Fuermo and Japanese ninjas had already been tipped off and lay in ambush. Hong Zhong and his followers also tracked them there. Unaware of the danger, Lu Er and the Grand Secretary rushed to the scene only to discover Yuan Shikai drinking flower wine. Enraged, the Grand Secretary insisted on personally killing Yuan...
