In the early 1990s, tractor worker Tie Tou (played by Jackie Chan) risked his life to smuggle himself into Japan to seek refuge with his fellow villager and friend A Jie (played by Nicholas Tse), hoping to find his girlfriend Xiu Xiu (played by Dorothy Xu), who had gone missing while studying in Japan. Tie Tou, like other smuggled immigrants, did odd jobs at the dock and also engaged in illegal activities for survival, during which he became involved with the leader of the largest local gang, Jiangkou (played by Masaya Kato), gaining increasing power.
Unfortunately, A Jie had long-standing conflicts with the leader of an external gang, Gao Jie (played by Gao Jie), which dragged Tie Tou into the gang disputes; the police also began investigating the external gangs...
