In the spring of 1982, Fang Zhao, the procurator of Jiangzhou city Procuratorate, received notice from the organization to serve as the director of the Jiangzhou Municipal People's Congress. The current director of the Jiangzhou People's Congress, Mr. Tan, was Fang Zhao's old superior and a revolutionary soldier with remarkable achievements during the war era. On the eve of the liberation of Jiangzhou in 1948, Fang Zhao, who was involved in our party's underground work at that time, had great admiration for Commander Tan, who was knowledgeable and both wise and brave. After the liberation of Jiangzhou, Director Tan personally established the city's procuratorial institutions, cultivating a large number of cadres, among whom was Fang Zhao.
