The streets are a mix of cops and the underworld that have always stayed out of each other's way. The gangs are happy to just have a boss that will exploit them, Mang Fui is one such underling. One night, a citizen was beaten to death for trying to get a refund on some counterfeit cigarettes. The police dispatch Chan and his PTU team to wipe out all gang activity. Mang Fui gets beat up by his boss Lo for owing money, and then is forced to commit crimes to survive. He is arrested by the PTU and comes to hate the police.
