In 1978, the pillar enterprise of Chicheng, Chicheng Steel Plant celebrated its twenty-fifth anniversary. On that day, the plant held a singing competition for all employees. The first female soloist of the plant propaganda team, Kou Ying, was scheduled to perform last, but her performance was ruined by the sudden appearance of a madwoman named Xiao Min.
