The original author wrote about the steps of harassing stewardesses based on their personal experiences. Recently, a male passenger on a flight decided to test the "stewardess touching guide" and made an inappropriate gesture by touching a stewardess. As a result, the crew angrily reported him for "sexual harassment," and after being investigated by the police, the man was ordered to "write a repentance statement" as there was no specific legal basis for further action. He then wrote a confession letter of over a thousand words.

It's a bit confusing because it seems like laws and regulations regarding sexual harassment were already introduced not long ago. Since the police made the man write a repentance statement, it means they recognized his actions towards the stewardess as sexual harassment. So why wasn't he dealt with according to the sexual harassment laws and regulations?
