Young girl streaked in Beijing's northern fourth ring road, but why?

I was going to the northern four-ring road this afternoon. When I drove here, I saw someone running naked. I happened to have a camera in the car and took some pictures. Since it's far away, the pictures are not very clear. Just make do with them.
