On November 6, 1905, it was the seventieth birthday of Empress Dowager Cixi, known as "Old Buddha", who had governed for 48 years in the late Qing Dynasty. Officials all over the country had to pay tribute and celebrate her birthday. After receiving many valuable Hetian jade articles, emerald masterpieces, and ruby and sapphire, she issued an imperial edict: after her passing, the grand jade seat made in her palace for placing the coffin must be commensurate with her dignity and glory. This time, she chose the Qing jade from the Hetian jade category in Xinjiang. The imperial edict was passed down to Lian Kui, the governor of Xinjiang (the county offices in Xinjiang had already set up telegraph rooms).
