The nine proposals by the UK Home Office targeting international students, especially non-EU students, have sparked significant reactions. It can be said that this draft completely blocks the door for working in the UK through general student visas under proper circumstances. It clearly stipulates the language proficiency (B2) equivalent to IELTS 5.0-6.0 for students on general student visas, as well as the minimum course level (C1) provided by language schools (IELTS 6.5+). The immigration department believes that applicants for low-level language courses can sufficiently complete them in their home countries, while high-level language courses (IELTS 6.5+) can be studied in the UK after arrival.
Experts say that to accommodate the student resources of the low-end language course market, the UK has redefined visitor student visas. Students with no language test results and those studying low-level language courses can prepare visa materials according to the "visitor visa" standard to study language courses in the UK. Visitor student visas do not require proof of language proficiency, but the courses are limited to language courses and must not exceed 11 months. The visa application process is relatively cumbersome, students cannot work after arriving in the UK, and they must return to their home country to renew their visa after it expires.
Experts further reveal that the possibility for students to directly enter pre-university or undergraduate programs in the UK through internal school tests due to unsatisfactory IELTS scores has significantly decreased. Students holding general student visas must take the IELTS test before going to the UK. The UK immigration department is unlikely to require all students to reach a level of 5.5 or above before arriving in the UK. Therefore, a feasible regulation is that all students must take the IELTS test compulsorily and achieve a score of over 5.0 to use a general student visa to study professional courses in the UK. This move will greatly improve the overall quality of students seeking real online diplomas in the UK, avoiding the influence of students with impure motives on the entire student group. The UK Home Office found through investigation that students with very low language proficiency often attend private language schools without attending classes or rarely attending them. Their purpose for obtaining real online diplomas is merely to work. These language schools, on one hand, have low entry thresholds, and on the other hand, charge low fees and manage loosely, thus opening convenient doors for these students. This new policy is precisely aimed at ensuring the purity of students' study purposes and also serves as a response to regulate language schools.
