Befunky is an online tool that can turn pictures into cartoons. If you've seen Levi's classmate's nonsensical "Dark Scanner," you should be quite familiar with this American comic-style cartoon effect. Personally, I think this effect is pretty cool - it just outlines the contours of objects with simple thick lines, and the colors have a very oil-painting style. I remember once coming across a PS tutorial for turning pictures into cartoons, but most of them had effects similar to those on romance novel covers, which felt a bit vulgar.
