Will 25% be Firefox's pain forever?

Firefox's market share is declining, although not as irredeemable as IE's, however, its performance in the last three months seems to be hinting at the reality that 25%, this tentative goal, will be a permanent pain for Firefox. Chrome, meanwhile, is storming ahead, and in fact has been the only browser that has been optimistic over the past month.
