What is Pitaschio for?

System optimization tool. A Japanese guy was unhappy with XP's Settings and wrote the software himself (in 2001). Some minor bugs have been fixed recently, and an English version has been released (free).

Does Pitaschio have any advantages over other XP optimization tools, such as Power Toys?

This question is difficult to tell, you have to try it out for yourself. Personally, I find it more fun, and some features, especially mouse shortcuts, are more useful.
