The Soviet Union once spent 1 billion US dollars on researching mind-control weapons.

It was reported by foreign media recently that in the arms race between Soviet Union and the United States during the Cold War, there was a project which cost over 1 billion US dollars and had very mysterious research content - telepathic control weapons.

According to a latest paper published by scholar Serge Kernbach conducting the research, the Soviet Union spent a great deal of energy on Psychotronics research which is similar to the American parapsychology experiment. The result of the study was a device named Cerpan, which aims to generate and store high-frequency electromagnetic radiation produced by the human brain, thereby achieving the purpose of controlling other objects.

Kernbach pointed out that most of such researches were terminated in 2003, but no one knows whether Russia or the United States is still continuing the research in this field.
